Background of the Study
During Goodluck Jonathan’s presidency (2010–2015), several social welfare programs were launched with the goal of addressing poverty and improving the well-being of vulnerable populations. These included initiatives such as the National Social Safety Nets Programme (NSSNP) and the Conditional Cash Transfer (CCT) program, which were aimed at alleviating poverty and providing economic empowerment to low-income households. Borno State, being one of the most affected by insurgency and economic challenges, had particular needs in terms of social welfare. Jonathan’s administration sought to improve access to basic services such as education, healthcare, and housing through these welfare programs.

Borno Central, which houses Maiduguri, the state capital, has a significant portion of the population living in poverty and facing hardship due to the effects of the insurgency. This region was targeted for various social welfare initiatives during Jonathan’s presidency. This study will evaluate how effectively these programs were implemented in Borno Central, assess their impact on poverty alleviation, and explore the challenges faced in delivering these services to the people of the region.

Statement of the Problem
Despite the implementation of several social welfare initiatives, the challenges faced by Borno Central in terms of poverty, insecurity, and access to basic services were considerable. The long-running insurgency in the region disrupted local economies and displaced large numbers of people, exacerbating the need for effective social welfare policies. However, the extent to which Jonathan’s welfare programs reached those most in need in Borno Central, and the tangible outcomes of these initiatives, remains a topic of concern. This study aims to evaluate the impact of Goodluck Jonathan’s social welfare initiatives in Borno Central, specifically addressing their effectiveness in alleviating poverty and improving social conditions.

Objectives of the Study

  1. To evaluate the effectiveness of Goodluck Jonathan’s social welfare initiatives in improving the standard of living in Borno Central.

  2. To assess the impact of Jonathan’s social welfare programs on poverty alleviation in Borno Central.

  3. To identify the challenges faced in the implementation of social welfare programs in Borno Central during Jonathan’s tenure.

Research Questions

  1. How effective were Goodluck Jonathan’s social welfare initiatives in improving the standard of living in Borno Central?

  2. What impact did Jonathan’s social welfare programs have on poverty alleviation in Borno Central?

  3. What challenges were encountered in the implementation of social welfare programs in Borno Central?

Research Hypotheses

  1. Goodluck Jonathan’s social welfare initiatives significantly improved the standard of living in Borno Central.

  2. Jonathan’s social welfare programs contributed to significant poverty alleviation in Borno Central.

  3. The implementation of Jonathan’s social welfare programs in Borno Central faced significant challenges.

Scope and Limitations of the Study
This study will focus on the evaluation of Goodluck Jonathan’s social welfare initiatives in Borno Central, particularly in relation to poverty alleviation and improvements in living standards. It will not cover other regions of Borno State or address national-level social welfare policies. The study is limited to the implementation and impact of these programs during Jonathan’s presidency.
